The Programme

WYG, a Tetra Tech company, is delivering the DFID-funded United Kingdom Nigeria Infrastructure Advisory Facility (UKNIAF), a £72.8m technical assistance facility which aims to improve the lives of some of Nigeria’s poorest people by improving the way infrastructure is designed and delivered in the country.

The UKNIAF programme is active across the power sector, the Federal road network, capital budgeting, Public Private Partnerships and the North-East. Working with the Federal Government of Nigeria, selected state governments and the wider international community, it aims to catalyse a transformational change in livelihoods across Nigeria by unblocking obstacles to growth.

The Position

The Senior Conflict Advisor will work closely with the North East Component Team to deliver a fresh scoping exercise for the UKNIAF programme interventions in the region with a view to identifying the pathways for impact for an infrastructure programme and develop a Theory of Change for UKNIAF in the North-East. He/she will be specifically responsible for:
  • Leading the scoping of potential UKNIAF technical assistance interventions in North-East Nigeria.
  • Developing the Theory of Change for UKNIAF’s interventions in the region.
  • Ensuring that programme interventions conform to ‘do no harm’ principles and relevant international law.
  • Setting out lessons from other conflict sensitive infrastructure programming globally.
  • Coordinating with DFID and other international and Nigerian stakeholders to develop a coherent North-East intervention proposal set.
The Person
Essential
  • Senior experience of leading conflict-sensitivity, and peace-building effectiveness programs, working with a range of organizations operating internationally (governmental, non-governmental, donors, local partners)
  • Highly literate with international refugee legislation and the relative agendas of donor partners
  • Experience designing or leading design teams for the delivery of Theories of Change (ToC)
  • Ultimate responsibility for delivery of the scope of the assignment: ToC approved by DFID and a workplan to support it
  • Knowledge of Do No Harm and Reflecting on Peace Practice concepts and tools
  • Experience working with program teams in conflict-affected contexts facilitating conflict analysis, conflict-sensitivity assessments, strategy and program design
  • Excellent facilitation, training and communication skills; writing and public speaking skills and ability to communicate new ideas to motivate experienced people to learn
  • Strong analytical, conceptual, and writing skills and demonstrated ability to design and conduct evidence-based research and analysis
  • Willingness and ability to travel up to 50% time, including to Abuja and the Northeastern states of Nigeria
  • Ability to operate independently and flexibly in a small organization with quickly changing demands and needs; ability to operate with limited resources and limited administrative support
  • Demonstrated ability to work constructively with diverse, inter-cultural teams in different locations

Ideally experience on an infrastructure programme in conflict/post-conflict regions
